Do you think the public and litigants should be charged less than attorneys and businesses
In the event that it was determined that charges should be justified for access to "public" data, a scheme for tiered charges would be impractical. Attorneys and businesses are members of the "public" too. Sometimes they might seek information in the role of a lawyer, at other times as a litigant, and at times, even as a "normal" person. There would need to be some "honor system", and that simply would not work.
The previous discussions emphasized that litigants (and the public in general) should be able to access their information without charge in the most efficient means. No distinction is made here - equal access for everyone. . . and FREE.
