The cost basis, if any, should be no more than the ACTUAL cost of maintaining the system; not the profit center technique used for photocopies. You can get copies of a document at a commercial copy service for 3 to 4 cents per page. It does not cost the Clerk of a court $1.00 per page to make the same copy. This is "revenue enhancement" or public service discouragement disguised as cost recovery. Why not run the court as a service to the public?
