In addition to the "overhead and initial investment costs", the mechanism to charge and collect the fees should also be considered as overhead and not a recoverable cost. If the CourtStuff.com site were to build in a subscription fee or online access charging mechanism, the related OVERHEAD costs for the "fee" would make the ACTUAL cost to provide the "free" service appear miniscule. Additionally, it hardly seems fair that if we require the public to: 1) pay taxes and filing fees to create the Court data 2) pay a second time to access the data they've already paid for in item 1) and then turn around and demand 3) payment for the costs related to charging, collecting and depositing the amounts in item 2) It would be as ludicrous as an hourly worker expecting to be paid for the hours worked, the time spent preparing the bill, and the time required to take the check to the bank and make the deposit.
